It’s a visual representation of the cross-references in the Bible.  The white lines at the bottom are chapters (note Psalm 119 in the middle) and the arcs are color-coded by the distance between the two references.

You can find more explanation here.  63,779 references across 1,189 chapters are pretty incredible proof that the Bible’s message is cohesive and unified.
